About Lt. Penn

“I feel blessed to be a part of the Frenship family and look forward to serving the District for many years to come. It’s always a great day to be a Tiger!”

- Lieutenant Amy Penn

Lieutenant Amy Penn began her law enforcement journey in 1990 as a Dispatcher and 911 Operator. She moved to San Angelo to attend the Concho Valley Council of Government Police Academy. After graduation, Amy went to work as a Jailer for Tom Green County Sheriff’s Office in San Angelo and was eventually promoted to patrol.

In 1994 Amy moved to Lubbock and began working at the Lubbock Airport Police Department, where she was promoted to Lieutenant and then Captain.

Amy developed an interest in School Based Law Enforcement and, after meeting a few Frenship Police Officers, felt Frenship would be a great fit.  Amy began her career at Frenship in August 2006. In 2007, she created Frenship’s Police K9 program.  Amy was promoted to Sergeant in 2009 and to her current rank of Lieutenant in 2011.
