2024 Bond Updates

During the November 5, 2024 election, voters living within the Frenship district approved all three Frenship ISD propositions on the ballot. These propositions allow Frenship to increase teacher and staff salaries, build two additional elementary schools to accommodate student enrollment growth, and address other initiatives including heightened safety and security, transportation, and hiring additional staff to accommodate enrollment growth all while keeping Frenship’s tax rate the lowest since 1993.

2024 VATRE and Bond Proposition Breakdown (CLICK TO EXPAND)

Voter Approved Tax Ratification Election, VATRE:

The VATRE allowed Frenship to provide teachers and staff an average 3% salary increase for the 2024-2025 school year in addition to the already Board-approved 2% average salary increase for a total average raise of 5% for the 2024-2025 school year for all teachers and staff.

$10 Million Technology Bond:

Voters approved a $10,000,000 bond to fund instructional technology needs. This allows the district to maintain 1:1 technology for both students and staff by purchasing additional technology devices and replacing older devices. Unlike bonds for school buildings that are repaid over an extended period of time, the technology bond will be repaid in five years or less, due to the short useful life of technology. This project is currently ongoing.

$189.5 Million Bond:

According to demographic studies and new housing developments within the district, Frenship's elementary age enrollment is projected to increase by more than 1,000 students over the next five years. Districtwide, Frenship sees a 2-5% increase in student enrollment each year. This bond allows Frenship to build two additional elementary schools and includes funding for major Frenship improve campus safety and security, various renovations for existing campuses, and addressing the growing student transportation needs.

2024 BOND PROJECTS

Building Additional Schools

As part of the 2024 Bond, Frenship will build two additional elementary schools, one in the northern part of the district and one in the south. Opening these two elementary schools will help with overcrowding at current campuses and will accommodate continued student enrollment growth at the elementary level.

Elementary #10 - Construction started, scheduled to open fall 2028
- Location: 8204 11th Street, between Inler Avenue/FM 179 and Alcove Avenue

- Name: The process to name Elementary #10 will begin in the fall of 2027. Frenship staff, parents, and students will have the opportunity to submit campus name nominations.
- Attendance Boundaries: During the fall of 2027, Frenship will begin the process of determining the attendance boundaries with the help of demographers and the community. This will include public town hall meetings to discuss the proposed boundaries and gathering feedback from staff, parents, students, and our stakeholders.

Frenship High School Renovations - Started May 2026

Frenship High School is getting a brand-new look! Built in 1980, this campus has had nearly two dozen additions to expand the campus to keep up with growth. Starting May 2026, FHS will undergo extensive renovations, with nearly every square foot of the building touched by upgrades. This includes new floors, walls, lighting, and more modern features throughout the campus. Due to the expansive size of this project, the renovations are expected to take several years. Frenship Professional Learning Center - Ongoing

Location: 500 Main Street, Wolfforth, TX

The Frenship Professional Learning Center is Frenship ISD's oldest facility and original high school that opened in 1935. After the current Frenship High School was built in 1980, the campus became the home of Frenship Middle School. With the opening of Memorial High School, the Frenship Ninth Grade Center was no longer needed, and Frenship Middle School moved to that campus located at 407 N. Dowden Road in Wolfforth in the fall of 2025.

As we see student enrollment steadily climbing, the number of staff members is also increasing. With FMS now in its new home, the building is being converted into the Frenship Professional Learning Center. This renovation project includes several phases for this building including:

Aspire Learning Academy (formerly Reese Education Center):

Frenship's Reese Elementary opened in 1954 (9421 4th Street in Lubbock) to primarily serve the families at the neighboring Reese Air Force Base. The base closed in 1997, and the following year, Reese Elementary was converted to our alternative high school, Reese Education Center. Now, with a new name change to reflect the resiliency, strength, and incredible potential of the students they serve - Aspire Learning Academy - the campus will make the move to the Professional Learning Center in the fall of 2026. The Aspire Learning Academy will be located on the west side of the building.

Professional Learning and Training Spaces - Renovations ongoing

Frenship now has more than 1,600 staff serving our students across 16 campuses. This will provide additional and larger learning and meeting spaces to fit any size professional development trainings that staff can use throughout the school year.

Event Center - Renovations ongoing

As part of the renovations, a portion of the Professional Learning Center will be converted into a large event center and ballroom. With the completion of this project, Frenship will no longer have to host events outside of our facilities and large events such as the Annual Staff Appreciation Banquet, Business Partners Luncheon, FHS/MHS Top 10 Academic Excellence Banquets, New Hire Orientation, and more can be held at the Frenship Professional Learning Center. This event center will also be open to campus events, booster clubs, PTAs, and other student groups hosting events.

Additional 2024 Bond Projects

Below is a comprehensive list of some of the main 2024 Bond projects.

Playground Upgrades:
- Crestview Elementary and Westwind Elementary playgrounds - Completed summer of 2025
- Oak Ridge Elementary and Willow Bend Elementary playgrounds - Summer of 2026
- All other Frenship elementary campuses either have a newer playground or had upgrades made during the 2020 Bond.
Middle School Turf Fields: All four Frenship middle schools will have turf fields installed, which are easier to maintain and more cost-effective for the District.
- Frenship Middle School - Completed summer of 2025 (This installation coincided with their move to the Ninth Grade Center campus)
- Heritage Middle School - Summer of 2026
- Terra Vista Middle School and Alcove Trails Middle School - Summer of 2027
Safety and Security: There are several safety and security projects within the 2024 Bond including installing additional security cameras or replacing outdating security cameras across all campuses. This project is ongoing.
Transportation Projects:
- Construction of additional parking for buses at the Frenship Bus Barn - Completed August 2025
- Covered parking installed for district-owned vehicles used for student groups, competitions, extracurricular events, trainings, etc.. This will help protect the vehicles from elements such as severe weather. Completed February 2026

Corridor flooring and wall upgrades at Terra Vista Middle School, Heritage Middle School, Oak Ridge Elementary, and Willow Bend Elementary. This project is expected to start in 2027.
